I would like to specify that I am glad and honored to address you once again as a key speaker at the Istanbul Security Conference, which has made significant progress towards becoming a brand. The ninth Istanbul Security Conference is being held under the shadow of the Hamas -Israel conflict, in addition to the ongoing Ukraine-Russia War, and in a sad environment caused by Israel's lawless massacre.
Istanbul Kent University is the first project of the Barrier-Free Education Foundation, which was established under the leadership of the precious wives of our late Prime Minister, Mr. Mesut Yılmaz, Mr. Berna Yılmaz, their sons, the late Mr. Yavuz Yılmaz, and the brothers Mr. Hasan and Ceren Yılmaz, who always made their material and moral contributions.
I want to emphasize how crucial security is for a country. Kobil has over 100 million users and collaborates with companies worldwide. Achieving such success as Turkey is also a source of pride. We hope to see more of such companies globally because I believe it is necessary.
We are very glad to be together at the 9th Istanbul Security Conference and its co-events, which we have continued without any disruption until today. We extend our gratitude to all our guests, both domestic and international.
First of all, I will mention two things. First; it is related to the statement "Turks are not sailors", I would like to point out that this is an insulting expression to Turks and is due to ignorance of history. The other is about how I draw the map of the Blue Homeland.
Unfortunately, in the past few years we have had the opportunity make sure that, despite strong development, people are still vulnerable, and humanity is going through difficult periods in which wise strategic decisions are needed, so that progress does not stop, so that cooperation continues, the relations between the states become deeper.
Kyrgyzstan and Turkey have been linked by a cultural bond since ancient times. Dynamic relations between Turkey and Kyrgyzstan are not only between countries, but also between peoples. This is a proof of the willingness to cooperate in the economic, social, international and especially military fields.
The historical and beautiful city of Istanbul has long been known as the bridge connecting the West and the East, and I hope that the current event will help to better understanding the two sides of the Bosporus Strait in order to reach a prosperous and developed region.
The theme of this conference; Post-security dilemmas, Integrations, Models and Asia is indeed appropriate considering the contemporary times that we live in because the threats to the national security of our respective nation-states has more than tripled thus posing complex security dilemmas.
The need for security is one of the basic human rights, and it includes not only protection from all-round sources and forms of threats, but also the availability of means for living for all subjects in one state.
This is the eighth event of Istanbul Security Conference series and thankfully it continued without interruption even during the pandemic. Istanbul plays well its own role, which fits both its historical backgrounds and Turkey itself, in such meetings, especially that of regional and global security policies.

This is Prof. Dr. An initiative that we started under the leadership of our teacher Sedat AYBAR. Four meetings were held as Istanbul Economics Talks and their reports were published.
