Türkiye'nin ilk Coğrafi Bilgi Sistemleri Sempozyumu, İstanbul Esenyurt Üniversitesi, TASAM Milli Savunma ve Güvenlik Enstitüsü (MSGE) ve Milli Savunma Bakanlığı Harita Genel Müdürlüğü iş birliğiyle, “Coğrafi Bilgi Sistemleri ve Yapay Zeka” ana teması altında, uluslararası formatta 19-20 Kasım 2026 tarihlerinde İstanbul'da düzenlenecektir. Akademik dünyaya, teknoloji geliştirmeye ve karar vericilere stratejik katkı sağlamayı amaçlayan sempozyumun temel amacı, coğrafi bilgi sistemleri alanındaki akademik çalışmalar ve teknolojik gelişmeler hakkındaki bilimsel bilgi birikimini artırarak durumsal farkındalığı genişletmek ve sektörün ihtiyaçlarını aydınlatan, kurumsal ve kavramsal ilerlemeye rehberlik eden öngörüler sunmaktır.

Son elli yılda, coğrafya – alt dalı olan siyasi coğrafya (jeopolitik) aracılığıyla – askeri coğrafyaya doğru devrim niteliğinde bir dönüşüm geçirdi. Bu değişimin temelinde, ulusal gücün hızlanan dijitalleşmesi ve küresel istihbarat, gözetim ve keşif (ISR) yeteneklerindeki eşi görülmemiş teknolojik gelişmeler yatmaktadır. Haritalar artık her yerde – internette, arabada, telefonda. Dahası, bunlar artık geçmişin katlanabilir kağıt haritaları değil; dijital, renkli, aranabilir, etkileşimli ve paylaşılabilir dinamik yapılardır. Askerler tarafından kullanılan dijital web haritaları, bir hedefin konumunu, geçmiş hareketlerini ve bağlantılarını gerçek zamanlı olarak izleyen, gelecekteki davranışlarını tahmin eden ve öldürme zincirlerini belirleyen bir bulut sistemi içinde çalışır. Savaşın ağırlık merkezi karasal alandan uzaya ve siber alana kaydıkça, coğrafi uzamsal veriler, insan kitlelerini izlemek ve yönetmek veya çatışmada onları hedef almak için vazgeçilmez hale gelmiştir. Tüm bunların merkezinde, mekansal zekayı ve yapay zekayı kullanmaya başlayan Coğrafi Bilgi Sistemleri (GIS) yer almaktadır.

Gerçek zamanlı veya gerçek zamana yakın hedefleme ve doğruluk için sensör füzyonu ve CBS (Coğrafi Bilgi Sistemleri) arasındaki ilişki, CBS tabanlı hedef seçimi ve önceliklendirmesi kadar önemli hale gelmiştir. Bu sistem yalnızca çok alanlı muharebe ortamlarında değil, aynı zamanda gerçek zamanlı sınır izleme, hava sahası ihlali tespiti ve afet takibi gibi diğer ulusal güvenlik alanlarında da kullanılmaktadır. CBS ve otomatik hedefleme sistemleri ile farklı ortamlarda yüzlerce hedef aynı anda takip edilebilir. Bu, gelişmiş coğrafi bilgi sistemlerinin, dijital haritaların ve mekansal verilerin etkin kullanımını gerektirir. Sistem, gerçek zamanlı tehditleri ortaya koyan sensörler, uydu görüntüleri ve savaş alanı istihbaratı ile birlikte çalışır. Ukrayna, Gazze ve İran'daki savaşlar, jeo-uzamsal istihbarat yetenekleri, dinamik dijital haritalar, hedef tanımlama ve saldırı platformları arasındaki ilişkinin artık savaş sisteminin tam merkezinde yer aldığını göstermiştir. Askerler ve mühendisler artık doğrudan ön cephelerde işbirliği yapmaktadır.

Behind the “watch-and-destroy“ systems used in these wars are private companies that have managed to stay at the cutting edge of artificial intelligence and information technology. Digital technologies are weakening the traditional links between geopolitics and national security. Just as national power must keep pace with digital transformation, the integration of artificial intelligence into intelligence, surveillance and reconnaissance (ISR) systems and fire platforms will also determine positioning within the new power hierarchy, how crises are resolved, and how operations are conducted. In this new era, the application of Big Data, machine learning, and artificial intelligence to studies of national power is reshaping geopolitical competition across several domains:

- Great-power rivalries have shifted toward new technologies and critical domains in which no actor has yet secured a decisive advantage.

- Rare minerals essential to new technologies have begun to shape global geopolitics and alliances. - New sensitivities have emerged around information warfare, particularly in open societies.

- New tools have been developed for social manipulation and the cultivation of political personality cults.

Geospatial Intelligence (GEOINT): Concept and Scope

Geospatial intelligence (GEOINT) is an intelligence discipline that analyzes and uses geospatial data and information by identifying, evaluating, and visually depicting the natural and man-made physical features on Earth, together with geographically referenced activities. GEOINT data sources may include commercial satellites, aircraft, unmanned aerial vehicles or reconnaissance aircraft, as well as maps and commercial databases, population data, Global Positioning System (GPS) points, or data originating from any location on Earth. Owing to the growing need for georeferenced demographic, ethnographic, and political-stability data, human geography, socio-cultural intelligence, and other dimensions of the human environment have become a core medium of GEOINT data. GEOINT is applied across a wide range of fields—from defense to urban planning, and from disaster management to environmental monitoring— supporting decision-making and strategic operations. It plays an important role in helping public officials and urban planners make informed decisions on matters such as infrastructure development, traffic management, and resource management. GEOINT also integrates geospatial data with advanced technologies such as artificial intelligence and machine learning to provide insight into geographic patterns, trends, and human activity.

The Role of Geospatial Intelligence on the Modern Battlefield

Today’s battlefield is characterized by high-intensity conflict, multi-domain warfare, the widespread use of autonomous and unmanned systems, and the increasing integration of artificial intelligence and related technologies into every defense system. Superiority on the battlefield is now achieved less through the number of platforms than through the accurate management of information, time, and space.

The ongoing wars in Gaza and Ukraine illustrate how targets are identified and struck, and how geospatial intelligence has transformed the understanding of warfare. Where soldiers once worked from paper maps, striking targets that may or may not still have been valid given how long ago they were marked, everything today is digital: GPS, satellites, remote-sensing systems (sensors, radars, etc.), unmanned aerial vehicles, and other assets continuously update information about the terrain and targets, while also tracking the history and behavioral trends of those being monitored (geospatial intelligence) and forecasting their future behavior – much like the algorithms that sniff out shopping habits, or the GPS in a car that tells you how many minutes remain to your destination.

With geospatial intelligence, a target can now be tracked together with its network of connections. No actor lacking this technology can hope to win any war. As new defense systems become integrated with space, remote sensing, autonomous vehicles, and artificial intelligence, the understanding of warfare is once again being fundamentally transformed. Geographic Information Systems that employ artificial intelligence must be placed at the backbone of all military operations. All of this makes radical change unavoidable for national defense – in national security, military doctrine, organizational structures, intelligence concepts, and technology development – indeed, it necessitates a new security culture and structural change built on GEOINT.

GEOINT can be used in the defense and security domain for the following purposes:

- Monitoring potential security threats through satellite surveillance.

- Planning military strategies using three-dimensional modeling and real-time location intelligence.

- Detecting unlawful activity such as smuggling or border violations.

- Tracking criminal activity through location-based crime mapping.

- Strengthening cybersecurity defense by monitoring geospatial network threats.

- Supporting emergency response for public safety.

Askeri coğrafyanın evrimi, askeri operasyonlarda durumsal farkındalığı, karar verme süreçlerini ve operasyonel etkinliği artırmak için gelişmiş coğrafi uzamsal teknolojilerin entegrasyonuna yöneliktir. Son yıllarda, askeri coğrafya, Coğrafi Bilgi Sistemleri, uzaktan algılama ve yapay zeka gibi gelişmiş coğrafi uzamsal teknolojilerin entegrasyonu yoluyla temel bir dönüşüm geçirmiştir. Bu dönüşüm, karmaşık ortamlarda daha doğru veri analizi, artırılmış durumsal farkındalık ve iyileştirilmiş karar verme olanağı sağlamaktadır. Giderek hızlanan ve gelişen bir savaş ortamında, askeri müdahale için coğrafi uzamsal teknolojilere bağımlılık, bu coğrafi dönüşümün merkezinde yer almaktadır. Kısacası, modern çatışmalar, gerçek zamanlı, eyleme geçirilebilir istihbarat ve askeri coğrafyaya dayalı daha gelişmiş, veri odaklı karar verme süreçleri gerektirmektedir. Dahası, askeri coğrafyanın evrimi, en son teknolojilerin stratejik operasyonlara entegrasyonunu gerektirmektedir – buna “kelebek etkisi” denebilir.

Bu ihtiyaçlara cevap vermek ve coğrafi bilgi sistemlerinin akademik, teknolojik ve stratejik boyutlarına ilişkin bütüncül bir tartışma başlatmak amacıyla sempozyumun ana teması “Coğrafi Bilgi Sistemleri ve Yapay Zeka” olarak belirlenmiştir. Bu çerçevede ele alınacak ana tema ve alt temalar aşağıdaki gibidir.
