China-Russia Arctic Energy Cooperation: Opportunity or a Convergence of Risks?

In recent years, the Arctic has become a central arena not only in the context of climate change, melting sea ice, and new maritime routes, but also in terms of energy geopolitics and great-power competition. One of the most striking examples of this transformation is China-Russia Arctic energy cooperation. At first glance, this cooperation creates complementary interests for both sides: Russia is seeking alternative markets and financing for energy exports under Western sanctions, while China aims to diversify its energy supply security, strengthen its presence along the Northern Sea Route, and give concrete form to its “Polar Silk Road” vision. However, this picture remains incomplete if viewed solely through the perspective of opportunity. A more accurate analysis should assess China-Russia Arctic energy cooperation as a geopolitical arena that generates risks as well as opportunities.
At the heart of this cooperation lie Russia’s Arctic LNG projects, particularly Arctic LNG 2. The project is one of the symbols of Russia’s strategy to reduce its dependence on European markets and pivot toward Asia. According to Reuters data, China received 22 LNG shipments in 2025 from Russian projects subject to U.S. and EU sanctions; a significant portion of these were linked to Arctic LNG 2. The same data shows that the Chinese state-owned companies CNPC and CNOOC each hold a 10% stake in Arctic LNG 2. This demonstrates that China is not merely a customer but also a project partner.
In 2026, this relationship became even more concrete. China prepared the Longkou LNG terminal as a second LNG import terminal to receive sanctioned cargoes from Arctic LNG 2. The first route had operated via the Beihai terminal; Beihai had received 41 cargoes totaling 2.6 million tons of LNG starting in August 2025. The fact that Longkou has an annual capacity of 5 million metric tons indicates that China has established a more institutionalized entry point for sanctioned Russian LNG. This development is of critical importance to Moscow; as Europe’s restrictions on Russian LNG expand, China is becoming an increasingly vital outlet for Russian energy exports.
However, the first risk of this opportunity is sanctions pressure. Arctic LNG 2 faces serious constraints in terms of financing, technology, insurance, vessel procurement, and logistics due to sanctions imposed by the U.S. and its allies. In 2024, the U.S. added companies and vessels linked to Arctic LNG 2 to its sanctions list; these sanctions have made it difficult for the project to be completed and operate at full capacity. Despite this, Russia is resorting to changing vessel flags, restructuring ownership, and using more opaque shipping methods. The Arctic Express tanker, which previously flew the Sierra Leone flag and was later re-flagged to the Russian flag, has begun operations by loading a cargo linked to the U.S.-sanctioned Arctic LNG 2 project. This situation demonstrates that while sanctions have not completely halted the project, they have made transportation riskier, more expensive, and less transparent.
The second risk is the fragility of maritime routes and infrastructure. China-Russia Arctic energy cooperation relies heavily on the Northern Sea Route and polar maritime operations. A 2026 study in *Frontiers in Marine Science* emphasizes that this cooperation is exposed to compound risks due to fragile marine ecosystems, harsh climatic conditions, limited infrastructure, and external geopolitical uncertainties. The study approaches China-Russia Arctic energy cooperation not as a single economic project but as a multilayered risk-management problem. This framework is important because shorter routes in the Arctic do not always translate to operational ease. Ice conditions, limited search-and-rescue capacity, insurance costs, the need for icebreakers, and environmental sensitivities can diminish the route’s economic advantages.
The third risk is that the Northern Sea Route may not grow to the expected extent. Russia has long promoted the NSR as one of the key alternative corridors for Europe-Asia trade. However, current data suggests caution regarding this claim. In 2025, NSR cargo volume fell to 37.02 million metric tons. This is below the approximately 38 million metric tons recorded in 2024. Russia’s previously set targets, however, pointed to much higher levels: 80 million metric tons for 2024 and 200 million metric tons for 2030. This discrepancy suggests that claims that the Arctic route will transform global trade in the short term may be exaggerated. Consequently, the NSR today functions less as a revolutionary route for global container shipping and more as a strategic but limited corridor for specific segments of Russian energy exports.
The fourth risk is environmental. Maritime shipping in the Arctic is on the rise. According to Arctic Council/PAME data, between 2013 and 2025, the number of unique vessels entering the Arctic Polar Code area increased by 40%, while the total distance traveled by these vessels increased by 95%. Although this increase may seem like an opportunity in terms of economic activity, it heightens environmental risks. Arctic ecosystems are highly vulnerable to oil or LNG-related accidents due to low temperatures, slow biological recovery, and limited response capacity. Furthermore, the use of older, less controllable, or poorly insured vessels due to sanctions could increase the risk of potential accidents and spills. The SCEEUS analysis notes that the increase in Russian energy shipments to China via the NSR raises the risk of oil spills, particularly due to the use of less safe vessels.
The fifth risk is that this cooperation will further geopoliticalize Arctic governance. While China defines itself as a “near-Arctic state,” Russia, as the region’s largest Arctic coastal state, holds a decisive position regarding infrastructure, resources, and route regulations. The ICAS report from 2026 characterizes China-Russia Arctic cooperation not as an integrated strategic alliance, but rather as a pragmatic and project-based rapprochement. According to the report, while Russia controls resources and infrastructure, China can provide investment, technology, markets, and diplomatic support; however, this cooperation is limited due to sanctions, a lack of trust, and asymmetrical interests. Therefore, it would be a mistake to view the China-Russia Arctic rapprochement as an automatic and unlimited bloc formation. A more accurate description is that the two countries have developed a necessary and pragmatic partnership under Western pressure and driven by energy interests.
In conclusion, China-Russia Arctic energy cooperation is not a one-dimensional “win-win” story. For Russia, the Chinese market is one of the most important avenues for sustaining energy revenues under sanctions and keeping its Arctic projects alive. For China, Russian Arctic LNG offers energy supply security, access to discounted resources, and an opportunity to gain experience along the Northern Sea Route. However, this same cooperation also generates risks such as sanctions, financial vulnerability, technological dependence, environmental threats, opaque transportation practices, and great-power competition. Therefore, Arctic energy geopolitics must be analyzed not merely through the lens of resource competition or route shortening, but through the management of these compound risks. China-Russia cooperation creates opportunities in the Arctic; however, these opportunities are taking shape against an increasingly costly, risky, and politicized geopolitical backdrop.
