4. ISTANBUL CYBER SECURITY FORUM
"Artificial Intelligence, Quantum Revolution And Cyber - Türkiye
The 4th Istanbul Cyber-Security Forum, with the main theme of “Artificial Intelligence, Quantum Revolution and Cyber-Türkiye“, was jointly held by TASAM National Defence and Security Institute as a coevent of the 11th Istanbul Security Conference, on November 27, 2025, at the Wish More Hotel Istanbul.

The Forum attracted speakers and dignitaries from various countries and regions, representing diverse fields and sectors. Diplomatic representatives and delegations from different countries were also present. Local and international experts, academics, and diplomats delivered speeches and presentations. Relevant authorities from Türkiye, Asia, Europe, America, and Africa were also represented at the Forum, and all sessions were followed institutionally.

The following key topics were addressed at the forum: “Artificial Intelligence, Quantum Revolution and Cyber-Türkiye“, “Artificial Intelligence, Deepfake, and Cybersecurity“, “Cyber Industry Scale Economy“, “Strategic Turkish Products“, “Visibility and Export Policies“.

It was decided that the following findings and recommendations put forward at the forum should be presented to the attention of all relevant authorities and the public, with a vision that will enhance existing achievements/institutions:

1. In today's digital transformation, artificial intelligence (AI) technologies have created significant changes in economic, social, and academic fields. However, the processing power of classical computer architectures is increasingly diminishing in areas such as big data analysis, complex optimization, and deep learning. At this point, quantum computing technologies are paving the way for a new paradigm in the field of artificial intelligence.

2. Quantum algorithms offer innovative advantages in processes such as machine learning, natural language processing, and optimization. University research, TÜBİTAK-supported projects, and industry collaborations contribute to the national competitiveness and sustainable development goals of Türkiye through the integration of quantum artificial intelligence in line with the country's digital transformation strategies.

3. In the age of digital transformation, the convergence of quantum technologies and artificial intelligence is not merely a technical advancement, but a strategic turning point that fundamentally alters the nature of computation, learning, and decision-making processes. Dataintensive applications, complex optimization problems, and the limitations of advanced modeling have been redefined by the integration of these two fields.
4. Which can be described as a revolutionary transformation in the way information is processed, is creating a multiplier effect in strategic sectors ranging from defense and healthcare to financial analysis and energy management.
 
5. Quantum artificial intelligence has become a determining factor in national capacity in the strategic competitive environment of the future. The speed of AI in decision-making processes, combined with the multidimensional parallel processing power of quantum computing, is creating a new global power distribution in terms of national security, economic competitiveness, and technological dominance.
 
6. Globally, multi-billion dollar investment programs by the US, China, and the European Union aimed at achieving military, diplomatic, and technological superiority demonstrate that artificial intelligence will be a key determinant of the future power architecture.

7. Data-driven decision-making processes have been largely transformed by modelssuch as machine learning, deep learning, and generative artificial intelligence. Quantum-enhanced AI approaches accelerate learning processes, taking the analysis of large datasets beyond classical methods.

8. Quantum technologies are creating a transformation in the defense sector, requiring new doctrines. Quantum radar systems, quantum secure communications, AI-powered autonomous systems, and high-accuracy simulation capabilities are becoming fundamental components of the contemporary military power architecture.

9. The collaboration of quantum computing and AI in vital sectors such as finance, energy, transportation, healthcare, and logistics will create a majorshift in multidimensional optimization, risk analytics, drug discovery, smart grid management, and supply chain efficiency. This transformation is accelerating economies' transition to high value-added production.

10. Türkiye's young population, digitalization capacity, defense industry expertise, and expanding entrepreneurial ecosystem offer a significant strategic advantage in quantum and artificial intelligence integration. The work carried out by ASELSAN, HAVELSAN, TÜBİTAK, and universities
within the scope of the National Technology Initiative are critical but insufficient steps in strengthening national capacity .

11. Quantum technologies and artificial intelligence are not merely a technological field for Türkiye, but a matter of digitalsovereignty and strategic independence . Building quantum capacity in areas such as data security, cryptography, cyber defense, and autonomous systems has become an integral part of national security doctrines. This new technological order necessitates a radical transformation in infrastructure. Quantum communication lines, high-capacity data centers, secure cloud architectures, and nationwide big data infrastructures are becoming fundamental components of digital government and critical infrastructure security .
