We are living in a period of exceptionally dynamic changes that cause problems in mutual understanding. The dehumanisation of the social relations, the increasing of the conflict in the multicultural and pluralistic society and confrontation of the challenges of the new, post industrial era with the concept of the natural human freedoms and rights, increases the responsibility of sci­ence and scientists for reaffirmation of the traditional values and for human social development. Its new axiological orientation, which connects the inter­est for scientific truth with the ethical orientation of the scientific researches, means releasing the science from any political and ideological influences. The cancellation of the status of science as ancilla politicae is the basic precondi­tion for overall social development and the European integration, based on the triumph of mind and knowledge over the political passions and historical myths and romanticisms, which are burdening the relations between the Balkan countries.

  1. The Centre for Strategic Research of the Macedonian Academy of Sciences and Arts is joining this initiative, which needs to be developed on this Congress. With its program, area of research and openness for cooperation, it is predestined to find the space for its own development exactly in the per­spective of intensive cooperation.

The Centre is an entity of the Macedonian Academy of Sciences and Arts, which is an independent and the highest scientific and artistic institution in the Republic of Macedonia, founded in 1967, with the task to contribute to the development of sciences and arts and to the scientific and cultural policy of the country and to participate with scientific, research and artistic projects to the overall development of the Republic of Macedonia. As a scientific, research and institutional entity of the Macedonian Academy of Sciences and Arts, the Centre was established on 28 September 2000 with the aim of motivating, organizing and realizing scientific researches and public debates on strategic issues which are of national and international importance for the Republic of Macedonia. Its activity fulfils the gap of the non-institutional and non-sys­tematic monitoring of the issues, movements and cooperation of strategic importance for the country and the region.

The focus of the Centre activities are the issues of essential importance for the Republic of Macedonia, such as:

  • Balkan studies - relations with the neighbouring countries from histor­ical, political, economic and cultural aspects.
  • Integration in the Euro-Atlantic structures and the European security.
  • Harmonization of the legal system of the Republic of Macedonia with the European Union Law: Evaluation of the judicial reforms.

-   Defining the fundamental national interests of the Republic of Macedonia in Balkan and European frameworks.

  • Regional Balkan and European security and forms of cooperation.
  • Key assumptions for sustainable development and economic prosperity of the Republic of Macedonia and for integration in the European Union.
  • Political and other conditions for coexistence of the people and citizens of the Republic of Macedonia and their cooperation with other nations and countries in the region.
  • Long-term perspectives of the international position of the Republic of Macedonia in the Balkan region and in Europe.

Its program includes:

  • Current projects,
  • Completed projects,
  • Organized international, Balkan and bilateral meetings,
  • Participation in the previous Balkan congresses,
  • Participation in the inter-academic cooperation with the other acade­mies on the Balkans.

The world economic crisis especially severely affects the Balkan region, where, part of the countries are on a higher level of economic devel­opment and are members of the EU, whereas the others are insufficiently eco­nomically developed and are in a process of transition and candidacy for EU membership. In such circumstances, the conditions for more accelerated development of knowledge and science are worsening, as well as of the com­plex strategic research activity.

Those negative tendencies are felt by the Republic of Macedonia, where the share of science in the GDP has decreased in the last years to the lowest bearable level of 0,2% in the GDP. On the other hand, the economy does not have enough economic capacities or clearly defined needs to support the strategic researches in the sphere of economy and other social areas.

In those conditions of "disarmament" and jeopardized dignity and integrity of science, the mutual Balkan cooperation and development of joint projects, supported by the EU, emerges as the brightest perspective of the sci­entific and overall social development.

In these conditions, opposite to the economic limitations and political differences, which can be overcome in the simplest and the least painful man­ner if the door for scientific cooperation is open wide, the role of the science and of the scientific centres for strategic researches becomes exceptionally important. Science has an irreplaceable role in:
  • Identification of the problems in their real dimension,
  • Researches of the phenomenology of problems and their consequences,
  • Researches of their etiology and the possibilities for influence on their prevention,
  • Development of the negotiation methods and techniques for overcom­ing the problems,
  • Taking intermediary role in cases where politics does not want or does not have a capacity to resolve, offering the least neutral bridge of understand­ing, which is offered by the scientific principles of truth and objectivity and the scientific dialogue of tolerance.

The Congress is organized at the right moment, which prescribes an intensive scientific communication, so that it is expected its result to beachieving a higher degree of agreement regarding the planning of bilateral and multilateral scientific level of the forms of cooperation of the centres for sci­entific researches. It could cover the following areas:
  • Identifying the problems of mutual scientific cooperation,
  • Methodological preparations for mediation in creating economic and other conditions for cooperation,
  • Bilateral and multilateral agreements for joint projects and other forms of cooperation,
  • Joint participation in the IPA projects of the EU,
  • Developing methodology and defining the policy of support of strategic researches by the economic subjects and the civil sector,
  • Harmonization of the law, policies, economic, legal and other assump­tions for efficient managing of the common threats to human freedoms and rights, legal state, security, fight against terrorism and other joint subjects,
  • Pluralistic development of the multicultural society, modern problems of multiculturalism and other challenges of the new era,
  • Overcoming the existing economic crisis and placing science and edu­cation as the most important factor of social development.

6. Enhancing the cooperation and the joint activities of the network of centres for strategic researches from our region is an important assumption for creating and affirming one constructive Balkan strategy, a strategy of peaceful and stable development of the Balkan region, by building strategies for mutu­al understanding and peaceful settling of conflicts and crisis situations in the internal intraregional relations. The processes of globalisation and the opposed to them processes of regionalization and partialisation lead us to the need of development of studies for studying the Balkan and European region from the viewpoint of history, geopolitics, culture, economy and other aspects.

An important conclusion, which is expected from this Congress, is the decision for intensifying the network activities and for signing innovated pro­gram documents for joint research projects, for which a support from our countries and the EU will be asked, especially within the IPA (Instrument for Pre-Accession Assistance) programs.
